Outreach Housing Specialist
Title: Outreach Housing Specialist
Reports to: Outreach Manager
Full-time / Non-exempt, 36.25 hours/week, M-F 7:45am-4pm
Description:
The Outreach Housing Specialist plays a crucial role in St. John Center’s mission to end
homelessness. By connecting individuals and families to stable housing, this position
ensures that those experiencing homelessness can overcome barriers and transition into permanent housing with dignity and support. In collaboration with other members of the Outreach Team, the Outreach Housing Specialist will focus on assisting clients’ transition into housing by helping them identify income aligned housing, obtain housing vouchers, and navigate the housing process. In this role the Outreach Housing Specialist will also work to build and sustain relationship with landlords and property owners. The Outreach Team works within a harm reduction and person-centered model. All duties are performed with a multidisciplinary and multi-agency team approach. This role is pivotal in addressing homelessness by connecting clients to stable housing opportunities.

Responsibilities:
The Housing Specialist will:
- Conduct outreach to engage individuals experiencing homelessness and assess their barriers to housing; offer a spectrum of assistance to clients to address their barriers to housing.
- Serve as the housing expert of the Outreach Team and remain abreast of new housing opportunities for clients;
- Host housing groups Outreach clients and individuals experiencing unsheltered homelessness at least bi-weekly.
- Make referrals and complete necessary follow-up to both internal programs and external community partners;
- Advocate for clients throughout the rental application process and provide direct assistance with filling out forms, working with supportive organizations, obtaining necessary documentation, aiding in the apartment search, and completing the move-in process;
- Accompany clients as they view apartments and meet with landlords and community partners;
- Provide crisis intervention as necessary and provide harm reduction services;
- Serve as a member of the Outreach Team to assist clients with a myriad of self- sufficiency services, including intake assessments, referrals, and housing counseling.
Additional Responsibilities Include:
- Utilizing basic skills to build rapport with clients and offering insights to the team regarding best practices, especially as it relates to promoting a low barrier, housing first approach.
- Functioning as a member of the Outreach team, contributing to daily needs, providing basic services to all day Outreach clients, facilitating group life skills instruction and conducting intake assessments with new clients.
- Employing components of de-escalation on a daily basis.
- Completing necessary record-keeping in the Salesforce and Homeless Management Information System (HMIS) databases and complete other documentation as required by agency and specific situations.
- Addressing issues, problems, or questions of policy or procedure that may arise, defusing tensions, communicating a shift or incident summary to immediate supervisor and to other staff members as needed.
- Complete and submit time sheets and mileage logs in a timely manner, and in accordance with internal practices.
Physical Requirements:
- Ability to travel throughout Metro Louisville to aid in apartment searches, meet with landlords or partner service providers and/or perform home visits, which may require ascending/descending full flight of steps, moving around in tight spaces, and other physical movement. Non-local travel is not required.
- Ability to engage in standing or sitting for long periods of time, bending, light lifting, walking, or climbing stairs
- This position is full time, Monday – Friday, typically 7:45 AM – 4:00 PM (including a daily one-hour lunch break). This position requires occasional weekend and holiday hours.
Minimum Qualifications:
- Associate’s Degree (extensive experience can substitute for education)
- Basic computer literacy including word processing and Google suite
- Effective communication skills
- Must have personal automobile, valid driver’s license, proof of auto insurance, and be willing to transport co-workers and/or clients
Preferred Qualifications:
- 3 years of experience in working with the homeless population
- Spanish language skills a plus
- Experience with HMIS database
- Ability and willingness to safely and effectively de-escalate situations, including conducting physical interventions when necessary to maintain safety as directed by agency

Director of Finance
Title: Director of Finance
Reports to: Executive Director

Salary range: $65,000 – $75,0000 annually
Description:
The Director of Finance is a member of the senior leadership team who manages all
aspects of the agency’s financial health and long-term growth and manages the financial policies and procedures to ensure all assets are protected.
Responsibilities:
Overall responsibilities include:
- Oversee and coordinate all financial activities for the agency; lead the monthly close process; monitor cash flow; manage financial reporting to all sources both internal and external; retain control over financial software
- Lead finance staff and serve as a backup for all financial tasks including payroll
- Prepare the agency for growth in operations
- Manage the annual cycle of government grants; interpret legislative and programmatic rules and regulations to ensure compliance with all federal, state, local guidelines
- Protect the agency’s assets through partnerships with bank and investment managers; manage risk through partnership with insurance broker
- Ensure internal controls are adequate and substantiating documentation is approved and available; ensure that all purchases, grants and contracts will pass independent and governmental audits
- Lead annual financial budget process and provide ongoing support to operations
- Participate in developing new business by drafting prospective work plan budgets and determining cost effectiveness of prospective service delivery
- Work with leadership to ensure programmatic success through regular reporting, cost analysis support, and compliance with all contractual and programmatic requirements
- Define and respond to operation’s needs
- Lead external audit and 990 processes
- Prepare 1099s, W-2Gs, and charitable gaming reports
- Interact with and provide information to Finance Committee and Board of Directors
- Prepare and enter revenue entries to the accounting system; reconcile cash received to donations recorded in the donation application
- Reconcile GL to bank accounts
- Prepare and enter several month end entries and ensure correct accounting principles are followed for all transactions
Physical Requirements and Cognitive Skills:
- Sitting for long periods of time
- Typing and using a computer for long periods of time
- Ability to manage multiple tasks on a timely basis and communicate progress to supervisor
- Ability to ensure accuracy in the general ledger and maintain confidentiality
- Excellent communication skills
- Possess strong analytical skills, good strategic thinking, and strong leadership skills
Minimum Qualifications:
- Bachelor’s degree in Accounting
- 5 years of experience as an Accounting Manager or similar role
- Advanced computer literacy including word processing, Excel, accounting software, and Google suite
Preferred Qualifications:
- CPA
- 3 years of experience in social work or closely related field
- Experience working in QuickBooks Online

Clinical Director

About SJC:
St. John Center serves individuals experiencing homelessness by addressing barriers to self-sufficiency and housing stability. Through outreach, day shelter, supportive services, and supportive housing, we provide trauma-informed care to individuals with complex mental health, substance use, and co-occurring disorders.
Position Summary
The Clinical Director provides organization-wide leadership for all behavioral health and
billable clinical services across St. John Center’s programs. This role ensures high-quality, compliant, and sustainable clinical care for clients with high-acuity mental and behavioral health needs, including serious mental illness, substance use disorders, and chronic medical and psychosocial complexity.
The Clinical Director oversees clinical operations, diagnosis and treatment planning,
credentialing, billing compliance, and Medicaid revenue performance, working closely
with program leadership and the Director of Finance.
Key Responsibilities
Clinical Leadership and Direct Care
- Provide clinical oversight across all St. John Center programs.
- Conduct diagnostic assessments, establish DSM diagnoses, and develop individualized treatment plans.
- Coordinate care for clients with high-acuity behavioral health needs, including crisis intervention and co-occurring disorders.
- Lead multidisciplinary treatment team meetings and provide clinical consultation to staff.
- Ensure trauma-informed, harm-reduction, and evidence-based practices.
Credentialing & Regulatory Compliance
- Oversee and maintain provider credentialing with Kentucky Medicaid, Medicare (CMS), IRISE, and other applicable payers.
- Ensure compliance with licensure, supervision, HIPAA, and regulatory requirements.
- Monitor clinical documentation to ensure medical necessity and payer compliance.
Billing & Revenue Cycle Oversight
- Oversee all billable clinical services and documentation.
- Complete or supervise prior authorizations and re-authorizations.
- Select, coordinate, and manage the external billing provider.
- Monitor claims, denials, and reimbursement trends.
- Partner with the Director of Finance to manage Medicaid reimbursements, revenue forecasting, and budget projections.
Systems, Quality & Staff Development
- Oversee EHR use to ensure data quality and audit readiness.
- Support clinical staff through supervision, training, and performance feedback.
- Promote staff retention and sustainable clinical workloads in a high-acuity environment.
Qualifications
Required
- Independent clinical licensure in Kentucky (LCSW or LPCC)
- Experience diagnosing and treating serious mental illness and co-occurring disorders
- Knowledge of Medicaid/Medicare behavioral health billing and documentation
- Strong clinical judgment and leadership skills
Preferred
- Experience serving people experiencing homelessness
- Prior clinical leadership or supervisory experience
- Experience with credentialing, audits, and Medicaid-funded programs
Compensation
- Base Salary: $75,000
- Performance-Based Incentives: Total annual compensation may exceed $90,000–$100,000, based on:
- Medicaid and third-party reimbursement performance

Responsible for assisting homeless individuals in obtaining and maintaining permanent housing and providing the ongoing support needed to maintain a stable living environment utilizing the principles of Housing First, Trauma-Informed and Person- Centered Care, Motivational Interviewing, Strengths-Based Case Management, and Harm Reduction. Contribute to additional single-site permanent supportive housing start-up tasks as needed.

Responsibilities:
Work responsibilities will include but are not limited to:
- Identify client needs related to housing via engagements, interviews, observations, and assessments
